Los gastos que demande la presente Ley serán incorporados por el Ministerio de Obras Públicas dentro de sus respectivos presupuestos ordinarios o extraordinarios, a partir de la vigencia de 1964, pudiendo abrir los créditos extraordinarios o hacer los traslados que fueren necesarios, para lo cual se confieren al Gobierno las facultades correspondientes.
