°. Provisión de cargos . La provisión de cargos creados en el artículo 2° del presente decreto deberá hacerse de manera gradual de conformidad con las disponibilidades presupuestales y dará cumplimiento a lo previsto en el artículo 71 del decreto 111 de 1996 y demás disposiciones sobre la materia.
