Las áreas de licencias, permisos y concesiones sobre carbón que por cancelación, caducidad, renuncia, vencimiento o cualquiera otra causa queden libres, sólo podrán explorarse o explotarse por el sistema señalado en el artículo primero de este Decreto. En los eventos mencionados, el Ministerio remitirá a Carbocol toda la documentación de carácter técnico y económico que haya sido agregado a los referidos negocios
