Autorizase al Poder Ejecutivo para emitir los bonos necesarios al pago de cada cuota, a medida que vaya siendo exigible, conforme al artículo 1°.

El Gobierno señalara a estos bonos el interés que estime conveniente para la fácil realización de ellos, según las circunstancias del mercado.
