Los Concejos Municipales podrán cobrar hasta el dos por ciento (2 por 100) mensual por intereses de demora en el pago de los impuestos municipales; podrán también disponer que el pago de los tributos se haga por mensualidades, y abonar descuentos hasta del dos por ciento (2 por 100) mensual a quienes paguen semestres anticipados.
