Autorizase al Gobierno Nacional para que haga las gestiones diplomáticas a fin de que adquirida por el Gobierno de los Estados Unidos de Venezuela la propiedad del Ferrocarril del Táchira, celebre con dicho Gobierno el convenio de tarifas sobre el ferrocarril internacional que de Cúcuta comunica en la actualidad con el puerto de encontrados.

Parágrafo

Si los Estados Unidos de Venezuela no adquieren la propiedad del Ferrocarril del Táchira, el Gobierno queda autorizado para realizar todas las gestiones indispensables a fin de llegar a un acuerdo de tarifas en los dos sectores del Ferrocarril Internacional.
