Se entiende por primeras diligencias de investigación las siguientes. 1) Citar e interrogar el presunto contraventor si es persona conocida y recibir los testimonios de las personas que hayan tenido conocimiento de los hechos. 2) Practicar visitas oculares de ser ello necesario, de lo cual se levantará el acta respectiva.
