Art. 3° Fíjase el derecho de degüello en todos los Departamentos en tres pesos ($ 3) por cada cabeza de cabeza de ganado mayor. Las Asambleas, ó los Gobernadores, mientras éstas se reúnen, podrán aumentar este impuesto, hasta á cuatro pesos ($ 4) por cabeza de ganado macho.
