º. - Deróguese todas las disposiciones que sean contrarias al sistema previsto en el presente Decreto y en especial los artículos 9º y 10º del Decreto 2812 de 1945; 1°, 2° Y 3° del Decreto 3654 de 1946, artículo 30 del Decreto reglamentario 1175 de 1947; y modificarse el artículo1º del Decreto reglamentario número 3173 de 1945. El Presente Decreto rige a partir de la fecha de su expedición.
