Quedan sin vigor las disposiciones del Decreto 521 de 1919, que autorizan el nombramiento de Habilitados, de carácter particular, para el pago de los sueldos de los empleados nacionales, y cualesquiera otras relativas a tal procedimiento, excepto las referentes a los Habilitados de las Cámaras Legislativas.
