Art. 48. El Gobierno fijará el mínimum de los sueldos de que deben gozar los Directores y Subdirectores de las Escuelas primarias de la República, para lo cual tendrá en cuenta las circunstancias especiales de cada localidad, el número de alumnos de cada Escuela, el clima y todo lo demás que influyan en la aireación del mayor o menor trabajo en la dirección de las Escuelas.
