Art. 25. Los cajeros, pagadores de establecimientos bancarios ó industriales, y en general toda persona que al expedir pública ó privadamente cualquier documento ó recibo de los que deben llevar estampillas omitieren esta formalidad, incurrirán en una multa de uno á diez pesos oro por cada omisión. Esta multa se hará electiva por cualquiera de los jefes de las oficinas expendedoras, ya sea por conocimiento personal que tengan del hecho ó por denuncio particular, de lo cual se cerciorará el empleado á quien se le dé.
