Artículo tercero. Los laboratoristas clínicos que no hayan cumplido el requisito previsto en el artículo quinto de la Ley 44 de 1971 , por no haber encontrado cupo disponible para realizar el año rural según certificación que al respecto deberán expedir las correspondientes autoridades sanitarias quedarán relevados de tal obligación, siempre y cuando hayan trabajado en su profesión en cualquier lugar del país por un término de tiempo no inferior a tres (3) años.
