Los Programas de Telefonía Social son aquellos que tienen por objeto promover y financiar proyectos para la prestación de servicios de telecomunicaciones en zonas rurales y urbanas del territorio nacional, caracterizadas por la existencia de usuarios con altos índices de necesidades básicas insatisfechas.
