Articulo 2 º. El Gobierno ofrecerá, por conducto del Banco de la República, a. los individuos o entidades que han depositado en los bancos comerciales fondos para la compra de bonos nacionales con el fin de arreglar sus deudas, un bono de deuda interna del 3½ por 100 de interés anual, pagadero este por semestres vencidos, con el fondo necesario para efectuar la amortización del capital en un término aproximado de treinta años.
