El Gobierno Nacional adelantará a través del Instituto Nacional de Fomento Municipal, INSFOPAL, en el menor tiempo posible los estudios correspondientes y las inversiones necesarías para la construcción y funcionamiento del acueducto regional de Sincelejo, con aguas del río Magdalena, con o de las fuentes fluviales que sean aconsejables, que beneficie además de la ciudad de Sincelejo a otras ciudades y localidades del Departamento de Sucre y departamentos vecinos.
