ARTICULO 28 . Trabajadores independientes no obligados a declarar. No están obligados a presentar declaración de renta y complementarios, los trabajadores independientes que cumplan las exigencias previstas en el artículo 594-1 del Estatuto Tributario, siempre y cuando los ingresos provenientes de honorarios, comisiones y servicios, sobre los cuales se haya efectuado retención en la fuente, representen el 80% o más del total de sus ingresos.
