Transitorio . La Empresa de Telecomunicaciones de Valledupar - Teleupar S.A. E.S.P. en Liquidación continuará ejecutando las apropiaciones de la vigencia fiscal de 2003, comprometidas antes de la expedición del presente decreto por parte de la Empresa de Telecomunicaciones de Valledupar - Teleupar S.A E.S.P., previa certificación expedida por el funcionario que para estos efectos designe el gestor del servicio.
