Autorízase igualmente al Gobierno para que cubra con dichos pagares el valor de los bonos ferroviarios que vencen en la vigencia de 1930: para pagar a los Departamentos el saldo de la deuda pendiente a su favor por razón de participaciones en las rentas nacionales y de deficiencias provenientes de la lucha antialcohólica y para pagar el primer contado del auxilio decretado por el artículo 2º de la Ley 31 de 1926 .
