º. Autorízase al gobierno para promover y realizar la fundación de un banco de emisión, giro, depósito y descuento. Las bases orgánicas del banco serán las que se fijen en sus estatutos, con sujeción a la presente Ley y a las demás que le sean aplicables. Dichos Estatutos y las reformas que se le introduzcan en lo futuro, necesitan, para ser puestos en ejecución, de la aprobación del Poder Ejecutivo.
