Clasificación especial de riesgo crediticio . La Superintendencia Financiera deberá expedir la reglamentación a la que se refiere el artículo 128 de la Ley 1448 de 2011 en un plazo de seis (6) meses contados a partir de la publicación del presente decreto, para la plena identificación por parte de las entidades financieras, de la población víctima de acuerdo a lo establecido en el artículo 3° de la Ley 1448 de 2011; para ello se tendrá en cuenta la presunción de que trata dicho artículo.
