Artículo quinto. Facúltase al Ministro de Comunicaciones para efectuar, transitoriamente, los traslados de personal de la División de Telégrafos, siempre que las asignaciones del persona] adscrito a la misma no sufran menoscabo alguno y mientras se completa el proceso de incorporación a que se refiere el artículo anterior, sin perjuicio de lo dispuesto en el artículo 7° del Decreto-ley 240 de 1963. Comuníquese y cúmplase.
