Las obras aquí ordenadas se ejecutarán por etapas según lo aconsejen la técnica y la ingeniería; y se empezarán una vez que sea aprobada esta Ley, dando preferencia al Canal de Morro Hermoso, en el Municipio de Majagual, cuya clausura se autoriza si es necesario para evitar las inundaciones de este Municipio y el de Sucre.
