Créase en Barranquilla un oficina con el nombre de Sección de Turno, anexa a la Intendencia Fluvial, con un Jefe y un Ayudante, los cuales devengarán $ 360 y $ 150 mensuales, respectivamente y tendrán las atribuciones y deberes que por el presente Decreto se les señalan y todas aquellas que en lo sucesivo les imponga el Ministerio de Obras Públicas por resoluciones especiales. Esta Oficina estará encargada de controlar el riguroso turno que debe observarse en el embarque y transporte de los cargamentos por el río Magdalena.
