Este Decreto rige desde la fecha de su expedición. Los recursos o incidentes pendientes de decisión, se rigen por la legislación anterior, pero una vez resueltos, comenzarán a aplicarse las normas del presente Decreto. Los términos que se establecen en el presente Decreto y que deban contarse desde un hecho acaecido con anterioridad, comenzarán a contarse desde su expedición. Comuníquese y cúmplase.
