Artículo segundo. La vinculación laboral de los empleados que conforman la planta de personal del Congreso, creada por la Ley 52 de 1978 , se hará por medio de resolución de nombramiento que expedirán las respectivas mesas directivas del Senado de la República y de la Cámara de Representantes.
