Para los efectos de la presente Ley y con el fin de habilitar a la Policía Nacional para cumplir eficazmente con las funciones que le competen, especialmente en aquellas zonas ahora afectadas por la subversión, revístese de facultades extraordinarias al Presidente de la República por el término de un (1) año para reorganizar la Policía Nacional, dotarla y equiparla de los medios necesarios para garantizar la seguridad de todas las personas residentes en Colombia.
