Cuando un objeto de necesidad o de utilidad pública exija que se aplique a él el valor de algún bien del Municipio, podrá el Concejo acordar la venta de tal bien con el objeto expresado pero será necesaria la aprobación del Gobernador, en los términos del artículo anterior.

Del mismo modo podrá el Concejo dar aflicción a los valores que se reconozcan a favor del Municipio.
