Prestación del servicio. La prestación del servicio público de transporte masivo de pasajeros por metro ligero, tren ligero, tranvía y tren-tram, estará sujeta a la expedición de un permiso de operación otorgado por la autoridad competente, el cual será adjudicado mediante el proceso de selección pública que aplique, o la celebración de un contrato de concesión o a través de contratos interadministrativos de acuerdo con las normas del Estatuto General de Contratación Pública.
