Art. 5.° El Gobierno nacional asume el compromiso de construir un camino de herradura sobre un trazado para camino de ruedas, que enlace la capital del Estado soberano de Boyacá u otro lugar mas conveniente de dicho Estado, con un punto adecuado del Territorio de Casanare, en donde empiece o pueda empezar la navegacion por vapor de alguno de los tributarios del bajo meta.
