ARTICULO 1° Del ingreso a la carrera administrativa. Para garantizar la eficiencia en la administración pública, el ingreso a la carrera administrativa del personal vinculado actualmente en empleos de carrera de las entidades territoriales, se efectuará mediante la verificación de sus conocimientos y experiencia.
