El Artículo 181 de la Constitución Nacional quedará así:
En cada uno de los Departamentos habrá un Gobernador, que será al mismo tiempo agente del Gobierno y Jefe de la Administración Seccional.
El Gobernador, como agente del Gobierno, dirigirá y coordinará, además, en el Departamento, los servicios nacionales en las condiciones de la delegación que le confiera el Presidente de la República.
