El porcentaje de los recursos del Fondo Especial que se destinará a la promoción y cofinanciación de proyectos será establecido, en cada caso, por la Junta Directiva de la Empresa Colombiana de Gas, Ecogas, para lo cual tendrá en cuenta los estudios efectuados por el Comité Técnico de Evaluación de Proyectos y, observará lo dispuesto en el Decreto 115 de 1996 y demás normas que lo modifiquen o adicionen.
