Art. 2.° El Poder Ejecutivo procederá inmediatamente a dictar las mas activas providencias, a fin de que la composicion de la espresada via pública se lleve a cabo dentro del mas breve término posible, bien por el sistema de administracion o bien por el de contratos, disponiendo se construyan puentes sólidos i estables .sobre los rios Toche i Quindío, i sobre la quebrada del Guadual.
