Art. 1° Todas las sumas que haya producido ó que produzca en adelante el premio del cambio de billetes por grandes, verificado en las Agencias establecidas en esta ciudad por el Gobierno, se destinan para auxiliar á ciertos establecimientos de beneficencia de la capital de la República y á los leprosos de Contratación y de Agua de Dios.
