° . De los descuentos. Cada uno de los planes programados por las entidades de que da cuenta el artículo 1 del presente Decreto, en donde se apliquen recursos provenientes del Estado, contendrá la indicación clara de los dineros que, a manera de descuento, se aplicarán al plan respectivo.
