El Concejo elegirá funcionarios a partir de las sesiones ordinarias inmediatamente anteriores a la fecha de iniciación de sus períodos, salvo el Secretario del Concejo. En caso de falta absoluta, la elección podrá hacerse en cualquier período de sesiones ordinarias. Siempre que se haga una elección después de principiado un período, se entiende hecha sólo para el resto del período en curso.
