Art. 1° Establece en Barranquilla una Agencia de la Junta Directiva de la canalización del rio Magdalena, servida por un Agente de libre nombramiento del Gobierno quien por toda indemnización de los servicios que preste al Gobierno y á la Junta expresada, no podrá gozar de mayor remuneración que la de un cinco por ciento (50%), de las sumas que recaude la Agencia por impuesto fluvial sobre las mercancías extranjeras.
