Autorizase al Gobierno para aumentar hasta en veintiún mil pesos ($21.000) el aporte de la Nación en el pago de la deuda que actualmente tiene pendiente la Junta de Pavimentación de Popayán, por concepto de compra de materiales en el Exterior, según lo dispuesto en el artículo 5°. de la Ley 64 de 1939 .

Parágrafo

Los traslados que haya de hacer el Gobierno en uso de esta autorización, sólo podrán verificarse dentro de las partidas destinadas en el presupuesto para obras públicas del Municipio de Popayán.
