Después de dos años de operación del primer satélite del Sistema, la Asamblea de Partes, por unanimidad y con la asistencia de todas las Partes, podrá cambiar este criterio por el de una participación correspondiente al porcentaje de utilización del segmento espacial de la OATS por los Signatarios, manteniendo una cuota mínima de participación del 8% según se determina en el Acuerdo Operativo, teniendo en cuenta la recomendación de la Junta de Signatarios y el informe al respecto, del Organo Ejecutivo.
