La preparación de cédulas de ciudadanía se suspenderá tres (3) meses antes de las respectivas votaciones, con el fin de elaborar las listas de sufragantes, pero este término podrá abreviarse por la Registraduría Nacional del Estado Civil cuando técnicamente sea posible.
