Para el nombramiento de Cónsul ad honórem se preferirá al ciudadano colombiano, y cuando no lo haya, dentro de las condiciones requeridas en el artículo anterior, se preferirá al extranjero que conozca la República, tenga intereses en ella o posea el idioma español. El Cónsul ad honórem debe prestar juramento de que residirá permanentemente en el lugar para el cual fue designado.
