Los niños sordos que nazcan en zonas rurales donde no existe ni una comunidad de sordos, ni una escuela bilingüe para sordos, serán trasladados a zonas urbanas que cuenten con una escuela bilingüe para sordos de acuerdo con el reglamento que expida el Gobierno Nacional.
