Facúltase al Gobierno para establecer sanciones y dictar normas que complementen lo dispuesto por el artículo 6º de la ley 26 de 1.959, el artículo 7º, del Decreto reglamentario 3258 de 1.961 y demás disposiciones concordantes, de manera que los aportes a los Fondos Ganaderos beneficien efectivamente a los fondos de los Departamentos en el que el contribuyente tiene sus ganados.
