En el Presupuesto de la próxima vigencia será incluida, necesariamente, la suma a que hace referencia el artículo primero, pero de no ser asi, el Gobierno queda facultado para efectuar los traslados requeridos y las operaciones de crédito necesarias para dar cumplimiento a este mandato legal.
