º Las estampillas de timbre nacional que quedan sobrantes en cada vigencia y las que no se den al expendio por rotura ó mala impresión, serán incineradas, al principio de la vigencia siguiente, ante una Junta de tres miembros, que serán nombrados uno por el Ministro de Hacienda, otro por el Presidente de la Corte de Cuentas y otro el por el Tesorero General de la República.
