Las disposiciones establecidas en los artículos 3º a 8º de este Decreto, sólo se aplicarán a aquellas mercancías introducidas al territorio nacional, conforme a lo señalado en el artículo 14 del Decreto 1909 de 1992, a partir de la entrada en vigencia del presente Decreto.
