Los contratos para obras de fomento municipal o de servicio público que celebren los Gobernadores, Intendentes, Comisarios o Alcaldes, requerirán para su validez la aprobación posterior del Instituto Nacional de Fomento Municipal de conformidad con lo dispuesto en el artículo 3º de Decreto número 3699 de 1954.
