Los nombramientos que se hagan para integrar el personal de las Secciones de Taquigrafía de las Cámaras Legislativas, deberán recaer indispensablemente en profesionales, taquígrafos, de reconocida competencia. En consecuencia, para los efectos de tales designaciones, solo se tendrán en cuenta la práctica y la experiencia técnica de los postulantes.
