Autorizase al Gobierno Nacional para hacer las apropiaciones presupuéstales, abrir los créditos y verificar los traslados correspondientes para dar cumplimiento al presente Decreto. El Ministro de Hacienda y Crédito Público queda autorizado para celebrar los contratos y efectuar las subscripciones, pagos y demás operaciones que sean necesarias para dar realización a lo dispuesto en el presente Decreto. Los contratos que se celebren en desarrollo de esta autorización, solamente requerirán la aprobación del Presidente de la República.
